According to the agreement signed on 19. 04. 2017, the joint bachelor's degree program in Rural Development is implemented in cooperation between the Hungarian University of Agriculture and Life Sciences (MATE) and Selye János University (UJS). The organizational unit responsible for the continuation of the training is the Institute of Rural Development and Sustainable Economy at MATE and the Faculty of Economics and Informatics (FEI) at UJS. A student enrolled in the joint program is considered to be a student of both institutions during his/her studies. The length of the study program is 7 semesters. The first 3 semesters are provided by UJS and the rest by MATE. The list of subjects, the number of hours and the number of credits are set out in the updated version of Annex 1 to the contract. The State Examination Committee shall have at least 4 members, 3 proposed by the SJE and 3 by MATE. The committee shall be chaired exclusively by an associate professor or a professor. The State Examination is held at the SJE FEI, and the members of the State Examination Board are appointed by the Dean of the SJE FEI. The State Examination consists of the subjects and the final examination for the accredited program of study. The final thesis topics and annotations will be published in the AIR (AIS) system at the SJE in the language of the thesis and in the state language. The management and marking of the final papers will be provided by MATE. The final papers must meet the formal and structural requirements of both institutions and, if the language of the thesis is not Slovak, must include an abstract in Slovak, normally 10 % of the length of the thesis. The formal and structural requirements for the final papers are laid down in Annex 3 of the contract. The final theses and their evaluations will also be uploaded by each collaborating party into its own electronic system. The contracting parties guarantee the mutual recognition of all subjects/credits of the study program, the assessments being defined in Annex 2 of the contract. The documents certifying the completion of the studies will be issued by both parties in accordance with the regulations in force in their respective countries. The graduation ceremony will be provided by UJS. The UJS will award the academic title of Bachelor 'Bc' to graduates of the joint study program. Students are always subject to the internal regulations of the educational institution. The parties mutually grant tuition fee waivers to students. The contract is concluded for an indefinite period. 2. - Graduate profile and learning objectives
a) - The institution defines the learning objectives of the study programme such as student's abilities at the time of completion of the programme and the main learning outcomes.

The aim of the training is to train rural development professionals who are able to carry out organisational and management tasks related to production, services and expert advice. With the acquired knowledge of economics, management and regional issues, they are able to carry out professional work in line with labour market requirements, based on their ecological approach, and to put their knowledge at the service of regional development. They have a detailed knowledge of how rural and regional development works.


The professional competences to be acquired


a) knowledge

Knowledge of the basic concepts, facts, main features and interrelationships of the rural development space of agricultural production and the agricultural economy as a whole, relevant actors, functions and processes in the agricultural economy at national and international level.

Knowledge of the basic context of food chain security.

Knowledge of basic legal and ethical rules in the field of rural development and agriculture.

Familiarity with the institutional network and the related national and international legal framework governing the agricultural economy and rural development.

Knowledge of the economic and financial context and interactions of processes in rural development and agriculture.

Knowledge of the functions and interrelationships of agricultural and rural development policy at national and international level.

Knowledge of management skills applicable to rural development, whatever the size of the farming unit.

Knowledge of statistical methods for identifying rural development and agricultural problems, relevant information collection, analysis and problem solving methods, marketing processes.

Familiar with planning, production programming, commercial and logistical methods of agribusiness, knowledge of food chain processes and actors.

Knowledge of the professional vocabulary of rural development, its specificities, forms, methods and tools of effective communication.

Knowledge of the health determinants of sustainable agri-food production solutions to rural development problems.

Knowledge of the natural and technical context of the management of agricultural (crop, livestock and horticultural) sectors.

Thanks to the acquired knowledge in agricultural science, economics, management, operations, analysis and consultancy, commercial and agricultural marketing, environmental protection, students graduating from the study programme are able to perform adequate professional work required by the current labour market.

4. - Structure and content of the study programme
a) - The institution describes the rules for the design of study plans within the study programme.

a) - The higher education institution shall describe the study programme the rules for the preparation of plans forming part of the programme of study: The study programme is to be completed over 3,5 years. The content of the study programme is in line with the description of the field of study and the topics of the core of knowledge are defined in accordance with the provisions of Decree 244/2019 of the Ministerial Decree and the profile of the graduates. The training programme has been harmonised in accordance with the Methodological Instruction of the Rector of the János Selye University No. 16/2021 for the creation, coordination and modification of the training programmes of the János Selye University.

c) - The study plan generally states:

The study programme is a cooperation between two institutions, jointly run by UJS in Slovakia and MATE in Hungary. The study programme lasts 7 semesters. Of these, 6 semesters are teaching and 1 semester is a linked internship. The first 3 semesters of the 6 semesters are provided by UJS. There are compulsory, compulsory optional and optional subjects. Students must complete a minimum of 210 credits in total over the 7 semesters.


Some subjects are subject to special assessment, with 0 credits at the partner institution, MATE, and 0 credits at UJS. The credits for each subject are detailed in the following tables.

Successful completion is conditional on passing the state examination and defending the final thesis. Details of the study programme are set out in the contract between the two institutions.

The educational components/courses of the study programme presented have been designed taking into account the workload of the students, according to the ECTS, the credits allocated and the time frame of the course. One credit corresponds to 25-30 hours of work. This represents a typical workload (the actual time needed to achieve the learning outcomes may vary from student to student).


For higher credit parts of the course/subjects, where the amount of face-to-face teaching is not in line with the student's workload, additional learning tasks are set, which students complete through guided, independent learning, according to the instructor's guidance and the description of the learning outcomes as defined in the course record.

The higher education institution shall indicate the number of credits for which the qualification is required: for the successful completion of studies and the other conditions which the student must fulfil conditions to be fulfilled by the student in order to successfully complete his/her studies, including the conditions for the state examination, the rules for repeating, extending and interrupting studies. In accordance with the current version of Act No 131/2002 on Higher Education (§ 52), the study programme is drawn up for a period of study of 3.5 years. The UJS Academic Regulations (Article 11), which comply with the European Credit Transfer System, describe the procedures and rules for the acquisition, accumulation and transfer of credits, and lay down the rules and procedures for the recognition of the completion of courses at another university. To increase the number of participants in Erasmus+ mobility, the Centre for International Relations, in cooperation with the UJS faculty, regularly organizes informative Erasmus+ days and workshops, as well as offers the possibility of face-to-face or online consultations. They also distribute promotional material to UJS students and regularly publish information through the university's information tools. The rules and procedures are governed by the Rector's Regulation No 3/2014 on the organisation of the mobility of students, teachers and staff abroad within the Erasmus+ programme at the SJE (available in AIS UJS Documents/UJS-Laws/Board of Governors Laws, 2018, No 10).

In line with the current trend, the University systematically seeks and addresses students with special needs, for whom an increasing number of students is observed. Students with special needs are eligible for support services based on their individual needs. The principle of continuous quality improvement is a fundamental principle for the sustainability of the University's internal quality assurance system. This principle is based on the identification of the needs and expectations of students, staff and other stakeholders. Proposals submitted will be dealt with by the quality assurance bodies in accordance with Article 4 of Directive 5/2021 on the SJE's internal quality assurance system processes. The evaluation of proposals is transparent and involves student representatives. If a proposal is accepted, appropriate measures will be taken to improve quality. Academic advisers are appointed at the university to provide counselling services to students during their studies. Academic advisors are appointed and dismissed by the Dean of the University. The academic advisor is the student's advisor on academic matters (e.g. student academic problems, etc.). The academic advisor liaises with the student representatives assigned to him/her and with the heads of the individual workplaces, the associate deans of the faculty and works together to help solve academic problems.

A coordinator is appointed to ensure student mobility from among university staff or other staff. b) Information, communication and software security of the training programme

The UJS provides internet access to its students and staff via the high-speed SANET academic network. The connection is provided either by authenticating people to the UJS network or by registering the device per person. Students can use computers and the Internet free of charge in classrooms and in the UJS University Library, and can also access computers and the Internet in public access points in the form of computer kiosks open throughout the day in UJS buildings. Internet access is also provided in the form of Wi-Fi connections in all UJS buildings, including the dormitories. The network is part of the EDUROAM project and provides access to the network for users in the institutions participating in the project. Multifunctional devices for printing, scanning and copying documents through the SafeQ system are located in publicly accessible places.

The university runs its own email server, with email, address book, calendar and file sharing facilities in every student and staff profile. Employee and student identification details (login name and password) are included in the email to log in to the network, wi-fi zone, authorised areas of the website, SafeQ printing system, catering system and other services.

The main information sources and systems of the UJS:

1. DAWINCI Library Information System - a modern library information system, which provides users with access to individual library collections via the OnLine OPAC catalogue through a web interface. Reader records are maintained via the UJS student/employee ID card.

2. Academic Information System AiS2 - Academic Information System is a complex information system designed primarily to manage all three levels of higher education and to support the management of academic science and research. In the context of the implementation of the study programme, almost all the functions of the system are used, e.g.

- electronic filing (from filing the application electronically through the electronic return to registration),

- comprehensive study records,

- records of study programmes,

- registration of theses (with automatic transfer of all students' final theses to the central register of final theses),

- student accommodation records,

- an administrative subsystem for the publication of all authorised documents, for the preparation and evaluation of student surveys,

- graduate portal.

At management level, the AIS is a tool to ensure learning planning, as well as a source of learning reporting and a means of measuring the educational performance of workplaces and staff.

3. SOFIA financial information system - the system module is connected to the AIS system in the area of registration of all student payments and student grants.

4. Access to electronic databases - selected collections of electronic information sources are available under the CVTI SR umbrella. Access to the required databases for students and teachers is also provided through remote access via CVTI SR. This approach also provides access to foreign academic journals available in the online databases of individual publishers.

5. Personal Identification System - This system ensures the user's access to certain information systems and electronic services on the basis of uniformly defined login data (login name and password). It also includes an identification card based on a contactless smart card (student ID and employee ID). These cards are used in the printing system, in the catering system and also allow access to premises with secure access control.

6. Learning platform LMS (Learning Management System) Moodle portal: a learning platform that provides a tool for university lecturers to support e-learning. Access to the system is only possible with a single login. It is a secure and complete e-learning support tool.

7. The faculty's web conferencing system supporting online education BigBlueButton.

8. Students can access the ORBIS EUROPE database via the UJS internet network. The database contains around 110 million company reports, including financial statements, patents, mergers and acquisitions.

Information for students is provided:

- e-mail communication through your own e-mail account, which is used for official communication between UJS students and staff,

- The UJS website, which is used by the UJS staff and its official website for the UJS staff and departments,

- dissemination of reports via the Academic Information System,

- dissemination of information via large screens in prominent public areas of the University.

9. ECOSIM SmartSim - simulation software

For distance learning or hybrid teaching, the university has four servers with BigBlueButton video conferencing system. The FEI UJS uses the following to provide these activities:

An alternative tool for distance learning is the MS Teams platform, part of the Office 365 package, available to all teachers and students.


In 2015, an open source LMS Moodle-based e-learning system was created and deployed at UJS. This system was partially integrated into WeBWorK in 2017 and upgraded to a new version in 2021. The e-learning system is managed by the UJS Information Service Centre (https://support.ujs.sk/sk/)

In addition to the cable connection, students can access the internet via WiFi in all UJS buildings. In 2016, a central printing system was introduced, which is also available to students. Students have the possibility to top up the funds needed for printing at the UJS cash desk.

Under the cooperation agreement, the traineeship is provided by the MATE partner institution, which has partner organisations.

e) - Characteristics of the possibilities for social, sports, cultural, spiritual and social activities.

UJS also provides a stimulating environment for its students during their studies. The UJS effectively manages and operates the Student Residence, where it provides comfortable accommodation for university students, with adequate conditions for quality living, hygiene and safety. The Student Residence also includes a multifunctional playground, which allows students to spend their free time in a meaningful way and also provides opportunities for sports activities.

UJS also provides meals for students in the UJS Conference Centre. 

The University Sports Centre offers students the opportunity to participate in sports and other recreational activities.

The University also aims to provide opportunities for cultural, social and intellectual recreation.

Students have the opportunity to visit the chapel in the Student Residence.


f) - Possibilities and conditions for participation of the study programme students in mobilities and internships (indicating contact details), application instructions, rules for recognition of this education.

UJS offers its students study mobility abroad through Erasmus+ mobility programmes, the Makovecz programme, CEEPUS and various internships offered by the Balassi Institute (mobility grants of the Republic of Hungary).

The UJS currently has 118 bilateral contracts, memoranda of understanding and inter-institutional agreements with 63 partner institutions in 15 European countries, as well as additional inter-institutional agreements in partner countries outside the EU under the KA107 activity.

The International Relations Office, in cooperation with the faculties of the UJS, regularly organises informative Erasmus+ days, workshops, face-to-face or online consultations. Promotional materials, flyers and brochures are distributed to UJS students. It also regularly publishes information on Erasmus+ activities on the UJS website and sends information to UJS students, teachers and staff through the university's information tools. Language support for students within the Erasmus+ programme is provided through the OLS (On-line Linguistic Support) online language support tool.

10. - Feedback on the quality of provided education
a) - Procedures for monitoring and evaluating students' opinions on the study programme quality.

The FEI UJS has developed and implemented an internal system to ensure the quality of education at the faculty level, linked to the university regulations. The main objective of the system is to ensure, monitor and improve the quality of education from the overall perspective of the faculty's activities.

According to Article 70 of Act No 131/2002 on Universities and Changes and Amendments to Certain Regulations, students have the right to express their opinion on the quality of teaching and teachers at least once a year by means of an anonymous questionnaire. FEI UJS students have the opportunity to participate in an anonymous questionnaire survey, which aims to evaluate the teaching (all subjects taken by the student in the semester) and the teachers at the end of each semester (i.e. twice a year). An anonymous questionnaire is available for AIS UJS students.

After the survey is completed, the system automatically evaluates the results. The results of the survey are evaluated at different levels:

- Instructor level - feedback on subjects taught

- Head of department level - feedback for all subjects provided by the department

- Vice-Dean of Education and Social Affairs level and Dean level - feedback on all subjects provided by the faculty. Text reminders are only displayed after approval by the Vice-Dean.

- FEI UJS Quality Assurance Council - discusses the results of the surveys once a year

- FEI UJS Academic Senate - discusses the results as part of the FEI UJS Annual Report

- FEI UJS Academic Council - discusses the FEI UJS Annual Report on Quality Assurance in Education

Actions related to the results will be implemented at individual levels.

The results of the Academic Quarterly Survey also provide feedback. The Quarterly National Student Satisfaction Survey aims to gauge students' views on their studies and their university.
